The number of permanent staff in the HSE has risen over the last two years, even though the total number of employees in the Executive has decreased.
According to new figures, there were 74,815 permanent whole time equivalents (WTEs) working in the HSE at the end of September 2009, in comparison to 70,140 and 71,388 at the end of 2007 and 2008, respectively.
However, the overall number of staff has decreased from 111,505 at the end of 2007, to 111,025 in 2008 and 110,189 in September 2009.
The figures show the amount of WTE temporary staff decreased from 16,197 in 2007 to 12,076 in 2009.
Many part-time staff also left the Executive over the last year.
While the number of WTEs employed on a part-time basis increased from 12,587 in 2007 to 14,393 in 2008, there were 12,703 part-time staff in September 2009.
Job-sharing, locum, sessional and training posts also fell over this period.
The information was released by Health Minister Mary Harney in response to a Parliamentary Question from Labour Deputy Joanna Tuffy.
